The Community Health Assist Scheme (CHAS) enables Singapore Citizens from lower- and middle-income households to receive subsidies for medical and dental care at participating General Practitioners (GPs) and dental clinics near their homes.

Singapore Citizens who qualify for CHAS will receive an individual blue or orange Health Assist card. Health Assist cardholders will also enjoy subsidised referrals to Specialist Outpatient Clinics (SOCs) located at Public Hospitals or National Dental Centre (for dental referrals) when required.

For patients with chronic conditions, CHAS complements the Chronic Disease Management Programme (CDMP), which allows for Medisave to be used for outpatient treatment (for the same set of chronic conditions) covered under CHAS. Besides enjoying CHAS subsidies for treatment of their chronic conditions, patients can also tap on their Medisave to defray part of the cost of these treatments. The Medisave withdrawal limit is $400 per Medisave account, per year.

Health Assist cardholders can also enjoy subsidised rates for healthcare services provided at specified Community Health Centres (CHCs), which complement the clinical care offered by GPs for chronic conditions. CHC services include Diabetic Retinal Photography (DRP), Diabetic Foot Screening (DFS), nurse counselling, dietetics and physiotherapy. More information on the CHCs is available here.

From 1 January 2014, all Singapore Citizens (regardless of age) who meet the household monthly income per person of $1,800 and below can qualify for CHAS. For instance, a family of four living at the same address with a total gross household monthly income of $7,200 (household monthly income per person is $7,200 ÷ 4 = $1,800) will qualify for CHAS, provided that they are all Singapore Citizens.

  1. The Government has introduced the Pioneer Generation Package to honour and thank our Pioneers for their hard work and dedication. About 450,000 Singapore Citizens will benefit from the Pioneer Generation Package, which will help our Pioneers with their healthcare costs for life.
  2. One key component of the Pioneer Generation Package is to help our Pioneers receive quality primary care at a network of more than 1,000 CHAS GP and dental clinics near their homes. This way, long-term relationships can be built between our Pioneers and their trusted doctors in their neighbourhoods.
  1. From 1 September 2014, all Pioneers will be able to benefit from special CHAS subsidies for common illnesses, chronic conditions under the Chronic Disease Management Programme (CDMP), selected dental services, and health screening recommended by the Health Promotion Board (HPB) under its Integrated Screening Programme (ISP)[1]. Refer to Table 1 for further information on CHAS subsidies for the Pioneer Generation, vis-à-vis the Blue and Orange subsidy tiers.
